Solid Waste Management
Processing and Storage Facility Permits

The Guam Environmental Protection Agency (hereinafter referred to as "Guam EPA") wishes to notify the general public and other interested parties of the availability of the draft Solid Waste Management Processing Facility Permit and draft Solid Waste Management Storage Facility Permit (hereinafter referred to as "draft Processing Permit" and "draft Storage Permit") for Hawaiian Rock Products (hereinafter referred to as "Permittee"). The Solid Waste Management Processing and Solid Waste Management Storage facilities are located on Lot Number 5292-3A, Route 15, Uchunao in Mangilao.

The draft Processing Permit proposes the crushing of empty asphalt drums (55-gal.) derived solely by the Permittee's activities. Conditions for the processing are described in the draft Processing Permit.

A separate draft Storage Permit is issued for the storage of uncrushed/crushed empty asphalt drums (55 gal.) derived solely by the Permittee's activities. Conditions for the storage of scrap metals are described in the draft Storage Permit.

Once the draft Processing Permit and draft Storage Permit are effective, the Permittee will operate the processing and storage in accordance with the 10 Guam Code Annotated (GCA) Chapter 51, Solid Waste Management and Litter Control Act. The draft Processing Permit and draft Storage Permit contains conditions for the operation of the processing and the storage within the facility, including the types and amount of solid wastes to be processed and stored. The draft Processing Permit and draft Storage Permit and its conditions are available for public review and comment pursuant to Article 1, §51104(d), 10 GCA Chapter 51, Solid Waste Management and Litter Control Act, and Article 1, §23104(d)(4) of the Guam EPA Solid Waste Disposal Rules and Regulations

NOTICE AND OPPORTUNITY FOR PUBLIC COMMENT
Guam Integrated Solid Waste Management Plan Update


The Guam Environmental Protection Agency (Guam EPA) and the Department of Public Works (DPW) are proposing updates to the Guam 2000 Integrated Solid Waste Management Plan as required by Chapter 51 of Title 10 Guam Code Annotated. The Draft Guam Integrated Solid Waste Management Plan Update will be available to the general public for review and comments.

The public comment period begins December 6 and ends on December 20, 2005.

Guam EPA will hold a Public Information Meeting on Tuesday, December 13, 2005, from 6:00-8:00 p.m. at the Guam EPA Main Office Conference Room at 17-3304 Mariner Avenue, Tiyan, Barrigada.

    Solid Waste Management Disposal Facility Permit
    for the Ordot Dump

    The Guam Environmental Protection Agency (Guam EPA) intends to issue a Solid Waste Disposal Facility Permit for the Continued Operation towards Closure, Closure Design and Construction, and Post-Closure Maintenance and Monitoring of the Ordot Dump to the Guam Department of Public Works of 542 North Marine Corps Drive, Tamuning, Guam 96913. The Ordot Dump is located on Lot Numbers 37, 38, 450-R4, 3390-R2, and 3434, Dero Drive, Ordot. As mandated by a federal court order, the Ordot Dump must cease receiving waste the earlier of September 23, 2007, or the opening of a permitted municipal solid waste landfill facility.

    The public comment period begins October 4, 2005.

    Guam EPA will hold Public Information Meetings on Wednesday, November 2, 2005, and Saturday, November 5, 2005, from 6:30-8:00 p.m. at the Ordot/Chalan Pago Mayor's Office, Dero Drive, Ordot.

The Solid Waste Management Processing and Solid Waste Management Storage facilities are located on Lot Number 5242-2-R4 in Macheche, Dededo.

    The draft Processing Permit proposes the cutting of scrap metals such as loose light scrap metals, heavy scrap metals, ferrous and non-ferrous scrap metals, and other miscellaneous metals.     Guam Recycling Law Proposed Rules and Regulations; and Proposed Renumbering of Guam's Solid Waste Management Standards and Regulations

    The Guam Environmental Protection Agency (Guam EPA) Board of Directors will convene a Public Hearing during its regular monthly meeting on Thursday, April 28 at 5:00 p.m. in the Guam EPA main office conference room, 17-3304 Mariner Avenue in Tiyan. The public hearing seeks to obtain oral or written public comment on Guam EPA's proposed rules and regulations to implement Guam's Recycling Law and proposed changes to the numbering of Guam's Solid Waste Disposal Rules and Regulations.

    Interested parties are invited to visit Guam EPA's Tiyan office to review the record copy of the Proposed Guam Recycling Law Rules and Regulations (PDF, 2.9MB) and an accompanying Fact Sheet (PDF, 40K), which explains the proposed rules and regulations.     All meetings will be held from 10:00 a.m. to 12:00 p.m. at the Guam EPA's Main Office Conference Room, 17-3304 Mariner Avenue, Tiyan.
