Guam EPA and DPW announce landfill EIS process and public involvement schedule; public encouraged to attend meetings

The Guam Environmental Protection Agency (Guam EPA) and the Department of Public Works (DPW) today announced the process for preparing the environmental impact statement (EIS) for the three potential new landfill sites (Dandan, Inarajan; Sabanan Batea, Yona; Lonfit, Asan), including the public involvement schedule and public comment process. The initial public comment period will run for five weeks from now until August 3, 2004.

"At this critical point in the landfill site selection process, the input and involvement of the community -- both in the potentially affected villages and island-wide -- is essential to the success of this project," said Guam EPA Administrator Fred M. Castro. "Guam's new landfill and the bigger changes that will occur as we implement recycling and other waste reduction activities will affect the entire island, and we want the community to be both informed and involved in the process," he added.

As part of the Ordot Consent Decree, the Department of Public Works (DPW) has been directed to prepare an environmental impact statement (EIS) on the three (3) previously identified potential new landfill sites by December 7, 2004. DPW has contracted the local consulting firm Dueñas & Associates (D&A) to prepare the EIS. D&A is partnering with several local and off-island firms to complete the task.

The EIS process has five stages: Scoping, Preliminary Site Selection Report (PSSR), Draft EIS, Final EIS, and Record of Decision. Public involvement is most heavily concentrated in the scoping stage, when the consultants will solicit input on what criteria and considerations should be examined during the process. Additional public meetings and comment periods will take place after the PSSR and Draft EIS are prepared.

Initial public scoping meetings will take place July 7 in Inarajan, July 8 in Yona, and July 12 in Asan. All meetings will run from 6 to 9 p.m. Additional public meetings will be held on or around August 11 and October 14 to get input on the PSSR and Draft EIS.
